Since he's peering in, that is obviously not the case. I can find no direct reference in the rules, but
it just seems to make sense that a character can aim at a target in the same hex. He cannot transfer aim in or out of his hex, but that is not the case here.

Note: For Little Ernie's card draws, in PBEM penalties are resolved in the order
received at the time received. Therefore the draw order for his damage was:
1st STUN3 card, 2nd STUN3 card which resulted in DROP, the next 3 cards resolved
the DROP, then his 3rd STUN3 card. Finally, he gets to execute his Sprint
since it occurred on the same segment he was shot. He is not considered "Down"
yet as penalties go into effect at the end of the segment.
