Yes, and my point is that either it is a hate crime or it is not for either case. If the action is the same, then it is or isn't.

Also, a hate crime can come from ANY group, toward ANY group.

Yes, but there are still going to be variations between jurisdictions, judicial discretion, and variations in the standard of evidence.

Rather than cherry-picking two crimes in different countries, with different circumstances and still where both were charged with hate crime, perhaps a more data-driven comparison might be useful.

Such as, conviction rates over a period.
