I think these are proposals worth putting forth and have a chance to pass. I can add to the list if there are additional compelling amendments. I did not include salary caps - it's just not something I want for the league. I'm tossing in #4 as the lowest bar for dealing with long-term contracts.

1. Progressive contract inflation.

-1st contract: +5/8/9
-2nd contract +10/13/14
-3rd contract +15/18/19

Transition: 2021. Current and new contracts counted as '1st contract'.
Problem addressed: Long-term keepers

2. Service time (ST)

- No multi-year contracts past 6 years of ST.
- Player must become FA after 6th year.
- One year contracts only after FA year.

Transition: 2021. Current and new contracts past 6 years may be completed.
Problem addressed: Long-term keepers

3. Max number of rookies* on rosters.
- I recommend six, representing our six bench slots.

Transition: 2020.
Problem addressed: Trading prospects for stars
* Note: Changed from minor leaguers to rookies - rookie limitations work in Fantrax.

4. Increase contract inflation.
- All contracts: +7/+10/+11

Transition: 2021. Current and new contracts not affected.
Problem addressed: Long-term keepers

Note: Transition dates for #'s 1, 2, & 4 changed from 2020 to 2021.

5. Change from 4 OF active roster positions to LF/CF/RF/OF positions.

Transition: 2020.
Problem addressed: None. For purposes of league interest only.

Thank you for moving these forward. I don't think you should outright reject salary caps, even though I also don't like them, but I guess that's your prerogative.

I was surprised at 2020 for a start of the contract changes. I like that, but I think in the past we have forwarded more gradual transitions. Maybe I'm mis-remembering there...

I don't think salary caps have a chance to pass. I could add them as an amendment to verify but maybe a quick poll would suffice.

I was most concerned about the transition aspect. I went aggressive but am willing to pull back on that. In fact, it may be advisable to let owners sign contracts for 2020 that could then be grandfathered.

I changed the transition year for A1, A2, & A4 as they would be most disruptive. A3 is fine for 2020.

Minor League maximum seems like an overdue fix. Teams should have to compete to a certain minimum extent. I guess I think the contract inflation is a little steep. I like getting a little more benefit from your prospects:

1st contract: +5/8/9
2nd contract: +5/8/9
3rd contract: +10/13/14
4th contract: +15/18/19

I am not in favor of the six year max.
