Mexico's proposal that nukes be used only tactically (see No Nukes Fallback Plan) met with almost universal silence. Clearly the argument needs more than words. As a result, the Baja Anti-Aggression Nuclear Group have established the following scientific research project:

Project Aim
To ethically investigate the effect of nukes which cause zero collateral damage.

Process
1. Apply for funding
2. Acquire nuke tech
3. Build a nuke or nukes
4. Recruit test subject/s
5. Ready, Aim, Fire!
6. Publish conclusions

Thus far BA-ANG have completed 1 and 2, and anticipate completion of 3 later this year. They are currently looking for volunteer test subjects. Anyone interested, please write them c/o Mexico.

Note: successful applicants will need to be in the vicinity of Mexico sometime next year. Those disappointed to find themselves outside the area, are invited to contribute to De Largo Alcance Armas Nucleares Trust.

4 and 5 of the BA-ANG project have been successfully completed! Conclusions are due to be published this winter.

Regarding the test subjects: though some nations helpfully volunteered some other nation, the project fell short of the required direct applications. So the decision was taken, in consultation with the Ethics Committee, to target a unit no one would notice was missing, and to compensate the bereaved families.
