Through the lens of 2016, the Zimmerman Telegram seems both ridiculous & desperate. But 100 years ago, armed conflicts between the USA and Mexico were common and on-going, including the US invasion of Vera Cruz, and raids into New Mexico by Pancho Villa's revolutionaries. Far beyond border skirmishes to capture Villa, US troops were actively engaged could be found, at times, hundreds of miles within Mexico. In this context, the Zimmerman Telegraph was optimistic, not irrational.
